ORC to award EPC contract for the technology systems package by early Q3 2015

Oman Railway Company (ORC), which is under the Ministry of Transport and Communication is expected to award the EPC contract for the technology systems package by early third quarter of 2015.

The EPC contract is expected to be awarded by early third quarter of 2015 with work anticipated to commence by end of third quarter, according to a source.

“The tender document was announced on 16th February. The submission deadline was extended to 21st December 2014 and again to 18th January 2015 from the original date of 15th April 2014,” said the source who did not wish to be named.

“The delay is because the bidders asked for more time to prepare their bids,” said the source.

He added, the ORC selected five consortiums for technical systems include Italy-based Ansaldo STS S.p.A, Germany based Siemens, France-based Thales Deutschland Transportation Systems GmbH, Canada-based Bombardier Transportation Italy S.p.A and France-based Alstom Belgium SA.

“The selected technology system contractor will serve as a sub-contractor to the DB contractor. The pre-qualified bidders for the initial phase of Oman railway projects will automatically prequalify to bid for any subsequent phases tendered within four years,” said the source.

According to a report on the International Railway Journal dated 15th January 2015, Oman Rail also stipulates that 10% of the value of each contract must go to Omani companies under an in-country value (ICV) development initiative, which aims to develop Oman's economy in new sectors.
